Relatedness varies from around 50% for full siblings to around 12.5% for first cousins and less for more distant relatives. These values are approximate, and not exact due to the way genes are inherited (because of processes called recombination and chromosomal segregation are random, so some siblings or cousins are a bit more or less related than others).
Of course, all dogs in a breed are related to some degree, because they are all descended from the same “foundation dogs” used to establish the breed. Thus, dogs that are as "related as first cousins" might be actual first cousins, but they might also be related in several different ways further back in their pedigree.
